A possible agreement on tariffs remains central to EU-US relations

Le previsioni più accreditate ritengono ancora possibile un compromesso tra Bruxelles e Washington

EU/ENG - ITA - On the subject of tariffs, US President Trump continues to alternate between bombastic and more reassuring statements, even after extending the deadline to August 1st to avert mega-tariffs applied to goods and products imported into the US from the European Union. One thing is certain: there is no talk of zero tariffs, as Europe had desired, since the most reliable forecasts suggest a compromise of around 10% is possible. The issue of strategic sectors for which the Union would like to obtain significant exemptions remains. The current agreement would not eliminate existing tariffs on steel, aluminum, and automotive. Tensions within the Twenty-seven have escalated precisely because of the uncertainty brought about by the reciprocal measures. Both Macron in Paris and German Finance Minister Klingbeil have stated that a "fair" agreement is needed; otherwise, countermeasures are ready. Trump raises 200% tariffs on pharmaceuticals 

Meanwhile, President Trump is continuing his announcements, and he says he is sending more letters shortly. According to the White House, the US has earned "$100 billion in the last 90 days." A 50% tariff is currently pending on copper, while for pharmaceutical products, the US president has even spoken of 200% tariffs, set to be implemented within a year. 

The European Commission is trying to avoid controversy and is aiming for compensatory agreements with other countries around the world. 

EU Trade Secretary Lutnick announced that the European Union has prepared "real offers." The sector-specific clauses and legal details are to be negotiated in a coordinated manner between Brussels and the capitals of the 27 member states. Countermeasures in the event of a no-deal situation on US flagship products would amount to as much as €120 billion. According to Maroš Šefčovič, a Slovak politician and European Commissioner, the European Union could "offset up to three-quarters of the losses associated with the US" with trade rebalancing agreements with China, India, Australia, Thailand, Indonesia, the United Arab Emirates, and in Latin America with Mexico and Mercosur (Argentina, Brazil, Paraguay, and Uruguay). European Commission President von der Leyen stated that the EU, along with any new trade diversification agreements, must continue to reduce strategic dependencies and strengthen dialogue on issues such as climate and security.

 

ITA - Sul tema dazi, il presidente degli stati Uniti Trump, continua ad alternare dichiarazioni roboanti ad altre piu rassicuranti, anche dopo aver prorogato al primo agosto il termine per scongiurare mega-tariffe applicate a merci e prodotti esportate in Usa dall'Unione europea. Una cosa è certa, non si parla di dazi zero, come desiderava l’Europa poiché le previsioni più accreditate ritengono possibile un compromesso che potrebbe attestarsi attorno al 10%. Resterebbe il problema legato ai settori strategici su cui l’Unione vorrebbe ottenere esenzioni significative. Il patto in vigore non cancellerebbe infatti le tariffe già in vigore su acciaio, alluminio e automotive.

Le tensioni nei Ventisette si sono inasprite proprio a causa dell’incertezza portata dalle misure reciproche. Sia Macron da Parigi che il ministro delle finanze tedesco, Lars Klingbeil, hanno dichiratao che serve un'intesa “equa”, altrimenti “le contromisure sono pronte”.

Trump ipotizza dazi del 200% sui farmaci

Il presidente Trump non arresta, intanto, i suoi annunci, e l’invio, a suo dire, imminente di altre lettere. Secondo la Casa Bianca sono stati incassati dagli Usa “100 miliardi di dollari negli ultimi 90 giorni”. Un dazio al 50% pende al momento sul rame, mentre per i prodotti farmaceutici il Presidente statunitense ha parlato addirittura di tariffe del 200%, pronte per essere applicate entro un anno.

La Commissione europea cerca di non alimentare polemiche e punta ad accordi compensativi con altri Paesi nel mondo 

Il segretario al Commercio dell’UE Lutnick, ha comunicato che l’Unione europea ha preparato “vere offerte”.  Le clausole di settore e i dettagli legali  settoriali da negoziare in modo coordinato tra Bruxelles e le capitali dei 27 Paesi membri. Ammonterebbero a ben 120 miliardi di euro le contromisure in caso di no deal sui prodotti emblema degli Usa.

Secondo Maroš Šefčovič, politico slovacco e commissario europeo, l'Unione europea potrebbe “compensare fino a tre quarti delle perdite legate agli USA” con accordi di riequilibrio commerciale con Cina, India, Australia, Thailandia, Indonesia, Emirati Arabi e verso l'America latina con Messico e Mercosur (Argentina, Brasile, Paraguay, Uruguay). 

La presidente della Commissione europea von der Leyen, ha dichiarato che l'Ue, unitamente ad eventuali nuove intese di diversificazione commerciale, deve continuare ridurre le dipendenze strategiche e rafforzare il dialogo su dossier come il clima e la sicurezza.
