An ambitious budget for a stronger Europe: 2028-2034

Von der Leyen: Sarà il più ambizioso mai proposto. È più strategico, più lineare, più flessibile e più trasparente. Varrà 2 mila miliardi di euro.

EU/ENG - President von der Leyen: It's the most ambitious budget ever. With these words, President Ursula von der Leyen presented the European Commission's proposal for the 2028-2034 multiannual budget on July 16. The new budget will be worth €2 trillion.

More than a third goes to national and regional partnership plans.

The bulk of the next financial framework, €865 billion, will be allocated to national and regional partnership plans, which will include agricultural and cohesion policies. A mechanism similar to the NRRP will be followed, as the disbursement of resources will be tied to the implementation of reforms.

€410 billion for the Competitiveness Fund.

The Competitiveness Fund will have €410 billion and will allow the EU to strengthen its defense and boost industry and decarbonization.

Funds for Global Europe, Ukrainian reconstruction, and €400 billion for crises

€200 billion will be used for Global Europe, along with another €292 billion for civil protection and healthcare. €100 billion will go to reconstruction for Ukraine, and €400 billion will be allocated to addressing crises.

Increasing own sources

The President stated that the contribution of member states will remain stable, approximately 1% of national GDP. The new resources compared to the previous budget (€1.2 trillion) will be drawn from increased EU own sources. There is talk of introducing a tax on electronic waste.

According to the Commission, this will also make it possible to cover the repayment of Next Generation EU, which will begin in 2028.

Some items have been merged with the adoption of a new form of common debt, with €150 billion in loans guaranteed by the European budget to be distributed to member states that will invest in EU priorities. The multinational budget will have to be negotiated with the Council and Parliament in the coming months.

 

ITA - La presidente von der Leyen ha definito il quadro finanziario pluriennale 2028-34 come il bilancio più ambizioso di sempre. Con queste parole la presidente Ursula von der Leyen ha presentato il 16 luglio la proposta della Commissione Europea per il budget pluriennale 2028-2034. Il nuovo bilancio varrà 2 mila miliardi di euro

Più di un terzo va ai Piani di partenariato nazionali e regionali 

La fetta principale del prossimo quadro finanziario, 865 miliardi, sarà destinata ai Piani di partenariato nazionali e regionali, che includeranno le politiche agricole e di coesione. Si procederà con un meccanismo simile al Pnrr perché l’erogazione delle risorse sarà vincolato alla realizzazione di riforme.

410 miliardi al Fondo per la competitività 

Il Fondo per la competitività avrà invece in dote 410 miliardi e permetterà all’Ue di rafforzarsi nella difesa e di rilanciare l’industria e la de-carbonizzazione. 

Fondi per il Global Europe , ricostruzione Ucraina e 400 miliardi per le crisi 

Mentre 200 miliardi saranno utilizzati per Global Europe insieme ad altri 292 miliardi per la protezione civile e la salute. 

Alla ricostruzione per l’Ucraina andranno 100 miliardi e 400 miliardi saranno stanziati per affrontare le crisi.

L'incremento delle fonti proprie

La Presidente ha dichiarato che il contributo degli Stati membri resterà stabile, circa l’1% del pil nazionale. Le nuove risorse rispetto al precedente budget (da 1.200 miliardi) saranno attinte dall’incremento delle fonti proprie dell’Ue, Si parla dell'introduzione di una tassa sui rifiuti elettronici. 

Secondo la Commissione, si potrà così far fronte anche al rimborso del Next Generation Eu, che inizierà dal 2028. 

Risultano accorpate alcune voci con l'adozione di una nuova forma di debito comune con 150 miliardi di prestiti garantiti dal bilancio europeo da girare agli Stati membri che investiranno nelle priorità dell’Ue. Il bilancio pluriennale dovrà essere negoziato con il Consiglio e il Parlamento nei prossimi mesi.
