Turnberry, estuario del fiume Clyde, Sud-Ovest della Scozia. E' qui che domenica 27 luglio Unione Europea e Stati Uniti sono chiamati a trovare un accordo chiudendo, almeno temporaneamente, la lunghissima trattativa sui dazi. Al tavolo ci saranno Donald Trump e Ursula von der Leyen. 

"Ho avuto una buona telefonata con Trump, abbiamo concordato di vederci in Scozia per discutere delle relazioni commerciali transatlantiche e di come mantenerli forti", ha scritto von der Leyen su X. 

Si tratterà del primo, vero bilaterale tra i due da quando Trump si è insediato alla Casa Bianca. La presidente von der Leyen ha sempre sostenuto che non si sarebbe recata da Trump prima di avere sul tavolo un sostanziale schema dell'intesa. L'imprevedibilità dell'interlocutore richiama alla cautela anche dei più ottimisti ma gli sherpa della Direzione generale Trade, che hanno lavorato al dossier, cominciano ad essere più ottimisti. 

Un viaggio che prelude ad un'intesa ormai giunta alle battute finali. La bozza dell'accordo è stata visionata dalla presidente della Commissione di ritorno dalla Cina. La percentuale che circola per l'intesa è del 15%, sulla cui sopportabilità si è aperto un dibattito nei vari Paesi membri. Ed è una percentuale su cui, evidentemente, ha convenuto anche Donald Trump. 

L'incontro che si terrà in Scozia potrebbe segnare una svolta definitiva sul negoziato dei dazi ma non è detto che porti alla formalizzazione dell'intesa già domenica. Nell'aereo diretto al Golf Club di Trump ci saranno von der Leyen e Maros Sefcovic, il commissario Ue al Commercio, accompagnati dai rispettivi staff. Circolano i dettagli tecnici sul bilaterale  E' prevedibile che si confronteranno prima i rispettivi staff e poi, in una seconda, ristretta riunione, ci saranno solo von der Leyen e Trump Gli Stati Uniti sono il principale partner commerciale dell'Unione europea per le esportazioni e il secondo partner per le importazioni, dopo la Cina.

Di particolare rilevanza sono le tariffe per il settore dell'automotive che l'Ue vuole scendano dal 27,5% al 15%, ovvero alla percentuale base. Altrettanto decisivo, nello schema dell'esecutivo Ue, è che il 15% includa quel 4,8% figlio della clausola della 'Nazione più favorita', ancora vigente con gli Stati Uniti. Resta da capire, con il possibile accordo in Scozia, se saranno del tutto accantonati i 93 miliardi di contromisure annunciati dall'Ue. Così come resta in campo come un macigno, l'incognita sui gravosi dazi al 50%, apposti all'export Ue di acciaio e alluminio negli Stati Uniti. Dal 7 agosto partirebbero le contromisure di Bruxelles ma, certo, tutto dipenderà da altri negoziati in corso, oltre quello di scena in Scozia domenica 27 luglio.
