EU leaders agree on 90 billion-euro loan to Ukraine

L'accordo tra i 27 è stato raggiunto al Consiglio europeo di Bruxelles di giovedi 18 dicembre

EU/ENG - The important agreement to support Ukraine was reached late at the European Council in Brussels on Thursday, December 18. The 27 European leaders agreed to grant a loan of 90 billion euros in support for Kiev for 2026-2027 through joint debt.

The significant Russian financial assets, long frozen in the accounts of credit institutions in the European Union, will not be used. However, according to the summit, these assets will remain frozen until Russia pays compensation to Ukraine, failing which the EU will have to resort to those same assets to repay the loan.

 

Zelensky: European support truly strengthens Ukraine

Ukrainian President Volodymyr Zelensky expressed his satisfaction: "I am grateful to all European Union leaders for the European Council's decision to allocate €90 billion in financial aid to Ukraine. This is significant support that truly strengthens our resilience," the Ukrainian leader stated. For her part, Ukrainian Prime Minister Yulia Svyrydenko stated that "Economic stability is a prerequisite for security, both for Ukraine and for Europe. Russia's aggression," she added, "comes at a financial cost."

 

Russia's Comment

A "fatal blow" for European Commission President Ursula von der Leyen, German Chancellor Friedrich Merz, and British Prime Minister Keir Starmer. This is how Kirill Dmitriev, director of the Russian Direct Investment Fund, judged the EU's failure to reach an agreement on the confiscation of frozen Russian assets, according to official Russian channels. Dmitriev, who is also President Vladimir Putin's special representative for foreign investments, accused Western leaders of having "failed" in their attempt to secure the use of Russian reserves.

 

ITA - E' maturato a tarda ora, l'importante accordo di sostegno all'Ucraina al Consiglio europeo di Bruxelles di giovedi 18 dicembre. I 27 leader europei hanno infatti deciso di concedere un prestito di 90 miliardi di euro di sostegno a Kiev per il 2026 -2027 attraverso il debito comune e garantito dal bilancio pluriennale dell'Unione.

Non verranno utilizzati gli ingenti asset finanziari russi da diverso tempo congelati nei conti di istituzioni creditizie nell'Unione europea. Beni che, però, secondo quanto stabilito nel vertice, rimarranno bloccati fino a quando la Russia non avrà pagato i risarcimenti all'Ucraina, pena il ricorrere da parte dell’Ue a quegli stessi asset per rimborsare il prestito.

 

Zelensky: il sostegno europeo rafforza davvero l'Ucraina

Soddisfatto il presidente ucraino, Volodymir Zelensky: "Sono grato a tutti i leader dell'Unione europea per la decisione del Consiglio europeo di stanziare 90 miliardi di euro di aiuti finanziari all'Ucraina. Si tratta di un sostegno significativo che rafforza davvero la nostra resilienza", ha dichiarato il leader ucraino. Dal canto suo, la premier ucraina, Yulia Svyrydenko, ha dichiarato che "La stabilità economica è un presupposto per la sicurezza, sia per l'Ucraina che per l'Europa. L'aggressione della Russia - ha aggiunto - comporta un costo finanziario

 

Il commento della Russia 

Un "colpo fatale" per la presidente della Commissione europea Ursula von der Leyen, il cancelliere tedesco Friedrich Merz e il primo ministro britannico Keir Starmer. Così giudica il mancato accordo dell'Ue sulla confisca dei beni russi congelati il direttore del Fondo russo per gli investimenti diretti, Kirill Dmitriev, secondo quanto riferito dai canali ufficiali russi. Dmitriev, che è anche rappresentante speciale del presidente, Vladimir Putin per gli investimenti esteri, ha accusato i leader occidentali di aver "fallito" nel loro tentativo di ottenere l'uso delle riserve russe.
