Pour la deuxième année consécutive, il est très probable que le gouvernement français ne parvienne pas à doter la gestion publique des ressources financières du pays d'un budget. Bien que la loi de finances sur la sécurité sociale ait été adoptée lors de la tourmentée troisième semaine de décembre, les députés et sénateurs réunis en commission mixte paritaire (CMP) n'ont pas réussi à trouver un compromis sur le budget de l'État : la discussion du vendredi soir 19 décembre n'a même pas duré une demi-heure, car il était évident que les désaccords étaient trop profonds. Le débat parlementaire se poursuivra au-delà du 31 décembre, obligeant le gouvernement à recourir entre-temps à une loi spéciale pour garantir la continuité de l'État et éviter un « shutdown » de l'administration publique comme cela se passe aux États-Unis.
EU/ENG - The French state will not have a budget by the date set by the Constitution, December 31. For the second consecutive year, it is very likely that the government in France will not be able to provide a budget for the public management of the country's financial resources. Although the social security finance law was passed in the hectic third week of December, the deputies and senators gathered in the joint parliamentary committee (JPC) were unable to reach a compromise on the state budget: the discussion on the evening of Friday, December 19, did not even last half an hour, as it was clear that the disagreements were too deep. The parliamentary debate will continue beyond December 31, forcing the government in the meantime to resort to a special law to ensure the continuity of the state and avoid a "shutdown" of the public administration, as happens in the United States.
EU/ITA - Lo Stato francese non avrà un bilancio entro il termine previsto dalla Costituzione, il 31 dicembre. Per il secondo anno consecutivo, con ogni probabilità il governo in Francia non riuscirà a dotare di un bilancio la gestione pubblica delle risorse finanziare del Paese. Sebbene la legge finanziaria sulla previdenza sociale sia stata approvata nella convulsa terza settimana di dicembre, i deputati e i senatori riuniti nella commissione mista paritetica (Cmp) non sono riusciti a trovare un compromesso sul bilancio dello Stato: la discussione nella serata di venerdì sera 19 dicembre non è durata nemmeno mezz'ora, perché era evidente che i disaccordi erano troppo profondi. Il dibattito parlamentare proseguirà oltre il 31 dicembre, costringendo il governo a ricorrere nel frattempo a una legge speciale per garantire la continuità dello Stato ed evitare uno “shutdown” dell’amministrazione pubblica come accade negli Stati Uniti.
