EU Five Call for New Windfall Tax Amid Middle East Supply Shock

I ministri economici di Germania, Italia, Spagna, Portogallo, Austria scrivono alla Commissione per valutare tassa su extra-profitti delle major energetiche

EU/ENG - In the wake of the conflict waged by Israel and the United States against Iran (pictured below during a joint Israeli-American bombardment of Tehran) and against a backdrop of macroeconomic volatility within global energy markets, the German Finance Minister, Lars Klingbeil, alongside four of his European counterparts, has formally requested that the European Commission examine the technical and regulatory feasibility of a bloc-wide windfall tax. In a joint submission delivered to the European Commissioner, Wopke Hoekstra, in early April, the ministers cited the lessons learned from the temporary measures implemented in 2022, advocating for a refined mechanism capable of addressing the current economic reality. 

"Given the current market disparities and the fiscal pressures bearing down upon member states, there is a clear imperative for the Commission to devise a harmonised levy underpinned by a robust, shared legal framework," states the document, which was signed by the finance chiefs of Germany, Spain, Portugal, Austria, and Italy.

The initiative is designed to complement existing domestic measures enacted across the 27-nation bloc aimed at shielding consumer purchasing power from soaring fuel prices. The ministers noted that recent geopolitical tensions in the Middle East have triggered severe supply-side disruptions, the repercussions of which are now being felt by both the manufacturing sector and households.

The coalition’s proposal reflects a broader push for a more equitable redistribution of systemic burdens. Under this framework, the fiscal intervention would target the "extraordinary profits" accumulated within the energy sector, specifically where such margins are driven by exogenous factors and international price distortions, rather than structural gains in productivity or corporate efficiency.

EU/ITA - In conseguenza degli effetti della guerra mossa da Israele e Stati Uniti contro l'Iran (nella foto in alto un bombardamento israelo-statunitense a Teheran)  e nel quadro delle attuali dinamiche macroeconomiche, segnate da una marcata instabilità nei mercati dell’energia, il Ministro delle Finanze tedesco Lars Klingbeil (SPD), congiuntamente a quattro omologhi europei, ha sottoposto alla Commissione Europea l’opportunità di condurre uno studio di fattibilità, sia sotto il profilo tecnico che regolatorio, circa l’introduzione di un prelievo sugli utili eccedentari a livello unionale. In una comunicazione indirizzata al Commissario Wopke Hoekstra nei primi giorni di aprile, i Ministri hanno richiamato l’esperienza maturata con lo strumento temporaneo del 2022, auspicandone una possibile evoluzione che tenga conto delle mutate circostanze economiche.

"In considerazione delle attuali divergenze di mercato e delle sfide di bilancio che interessano gli Stati membri, si ravvisa l'esigenza che la Commissione possa definire uno strumento di prelievo armonizzato, fondato su un quadro giuridico solido e condiviso," recita il documento sottoscritto dai vertici dei dicasteri economici di Germania, Spagna, Portogallo, Austria e Italia.

L’iniziativa si prefigge di integrare, a livello comunitario, le misure già adottate in ambito nazionale dai Ventisette per preservare il potere d’acquisto a fronte dell'incremento dei costi dei carburanti. I Ministri rilevano come le recenti tensioni geopolitiche nell'area mediorientale abbiano determinato sensibili alterazioni dal lato dell'offerta, i cui effetti si riflettono sul sistema produttivo e sulle famiglie.

L'orientamento espresso dalla coalizione muove verso una più equa ripartizione degli oneri di sistema. In tale prospettiva, l’intervento fiscale mirerebbe a correggere i cosiddetti "profitti straordinari" maturati nel comparto energetico, laddove tali margini siano riconducibili a fattori esogeni e a distorsioni dei prezzi internazionali, piuttosto che a variazioni strutturali nella produttività o nell'efficienza operativa delle imprese interessate.
