Il 23-24 aprile 2026 a Cipro, l'UE stanzia 95 miliardi contro il caro energia e chiede sicurezza per le rotte commerciali nello Stretto di Hormuz

EU/ENG - The informal European Council summit, convened in Cyprus on 23–24 April 2026, yielded profound outcomes regarding economic stability and geopolitical security amidst a period of heightened international friction.

Energy policy served as the cornerstone of the proceedings, with Commission President Ursula von der Leyen urging leaders to immediately mobilise approximately €95 billion in unallocated funds to mitigate the surge in fossil fuel prices triggered by Middle Eastern volatility. This initiative is integrated into a nascent Union electrification blueprint, designed to drastically diminish reliance on external energy imports by the coming summer.

In the realm of foreign affairs, the Council engaged in rigorous diplomacy with regional partners—including heads of state from Egypt, Jordan, and the Gulf Cooperation Council—to address the crisis in the Strait of Hormuz. The European stance remained resolute in demanding the unfettered reopening of commercial trade routes, while simultaneously proposing an enhancement of the Aspides naval mission and the revitalisation of the IMEC economic corridor as a strategic alternative for flows toward Europe.

Finally, the summit solidified long-term financial commitments to Ukraine by confirming a €90 billion loan facility for the 2026–2027 biennium. It further inaugurated the intricate negotiations for the Union’s next Multiannual Financial Framework, even as tangible progress was recorded in the enlargement process concerning the Western Balkans and the Eastern neighborhood.

EU/ITA - Il vertice informale del Consiglio Europeo tenutosi a Cipro il 23 e 24 aprile 2026 ha prodotto risultati significativi soprattutto sul fronte della stabilità economica e della sicurezza geopolitica in un momento di forte tensione internazionale.

La questione energetica è stata il pilastro centrale dell'incontro, con la Presidente della Commissione Ursula von der Leyen che ha spinto i leader a mobilitare immediatamente circa 95 miliardi di euro di fondi non ancora utilizzati per contrastare l'aumento dei prezzi dei combustibili fossili, causato dall'instabilità in Medio Oriente. Questa strategia si inserisce in un nuovo piano di elettrificazione dell'Unione che mira a ridurre drasticamente la dipendenza dalle importazioni energetiche esterne entro l'estate.

Sul piano della politica estera, il Consiglio ha lavorato a stretto contatto con i partner regionali presenti a Cipro, tra cui i leader di Egitto, Giordania e del Consiglio di Cooperazione del Golfo, per affrontare la crisi dello Stretto di Hormuz. La posizione europea è stata ferma nel richiedere la riapertura totale delle rotte commerciali, proponendo contestualmente un potenziamento della missione navale Aspides e il rilancio del corridoio economico IMEC come alternativa strategica per i flussi verso l'Europa.

Infine, il vertice ha consolidato il supporto finanziario a lungo termine per l'Ucraina attraverso la conferma di un prestito di 90 miliardi di euro per il biennio 2026-2027 e ha segnato l'inizio dei complessi negoziati sul prossimo bilancio pluriennale dell'Unione, il tutto mentre si registravano passi avanti concreti nel processo di allargamento verso i Balcani Occidentali e i vicini orientali.
