There are rare figures whose ideas do not merely anticipate the future, but actively forge it—brick by brick, defying both the passage of time and the shift of historical tides. Today, Europe pauses to honor one of its most lucid and visionary founding fathers: Altiero Spinelli, marking exactly forty years since his passing on May 23, 1986.

While the world bade farewell to the man four decades ago, history now celebrates the legacy of a philosophy that feels more urgent and indispensable than ever.

 

From the Confinement of Ventotene to the Chambers of Strasbourg

Spinelli’s life story embodies the very essence of European redemption. Condemned by the fascist regime to long years of internal exile, it was within the isolation of the island of Ventotene that Spinelli—alongside Ernesto Rossi and Eugenio Colorni—achieved an extraordinary intellectual feat. They looked past the smoldering ruins of rampant nationalism to conceive the Manifesto for a Free and United Europe.

In those pages, penned in secrecy on the flimsy paper of cigarette packs, lay not just the blueprint for ending a war, but the design for a new era. Spinelli understood, long before his contemporaries, that peace on the Old Continent could never rely on fragile treaties or shifting alliances. Instead, it demanded a genuine federal architecture capable of uniting nations under a shared banner of rights, democracy, and solidarity.

The Relentless Architect of the European Parliament

Spinelli’s transition from political exile to active governance saw him become an indefatigable protagonist of the European project. Serving first as a European Commissioner and later as a Member of the European Parliament, he fought fiercely to place the sole institution directly elected by citizens at the very heart of the community. His political masterpiece came in 1984 with the Draft Treaty establishing the European Union—widely known as the "Spinelli Plan"—which paved the way for the landmark constitutional reforms of the following decades.

To Spinelli, Parliament was never a mere forum for debate; it was the crucible of European democratic sovereignty—the stage where the cultural diversity of the continent's peoples could be synthesized into unified political action.

In Italy, the statement by the President of the Republic, Sergio Mattarella, was issued as an official note from the Quirinale Palace on May 23, 2026, precisely marking the fortieth anniversary of Altiero Spinelli’s passing. The Head of State released this institutional tribute to inaugurate a week of commemorations and academic conferences dedicated to the federalist leader, emphasizing that "the legacy of Altiero Spinelli constitutes a precious patrimony of values and ideals for Italy and Europe," before concluding with the solemn formula: "The Republic owes him its gratitude."

During a commemorative event at the Chamber of Deputies held close to May 23, 2026, Spinelli’s historic assistant, Pier Virgilio Dastoli, pointedly remembered him with a trenchant declaration: "Today in this Chamber, we are not celebrating a museum-piece memory, but a political agenda. To remember Spinelli forty years later means reviving his method of 'constituent force': only by granting the European Parliament legislative power and the authority to reform the Treaties can we overcome the paralysis of national vetoes and complete the transition toward the United States of Europe."

Echoing Dastoli’s words before the Chamber, Mario Leone, Director of the Altiero Spinelli Institute for Federalist Studies, forcefully underscored the profound significance of this anniversary: "The lesson Spinelli left us, which resonates within these institutions today, is that Europe is forged at the height of crises. Forty years after his passing, the best way to honor him is not through rhetoric, but through the political courage to transfer genuine shares of sovereignty from individual states to a true, supranational European democracy."

 

A Living Legacy for Today’s Challenges

Commemorating Altiero Spinelli forty years after his death is far from a mere exercise in hollow rhetoric or nostalgic reverence. The contemporary challenges facing the Union—from navigating a volatile geopolitical landscape and economic turbulence, to the pressing need for a genuinely cohesive defense and foreign policy—mirror the very knots the Roman statesman sought to untie.

His warning remains crystalline: Europe is not a permanent status quo achieved once and for all, but a continuous, evolving process. It demands courage, foresight, and, above all, the audacity to dream on a grand scale. Today, to honor Spinelli is to take up that mantle, ensuring that the story of a united continent continues to be written.

Ci sono uomini le cui idee non si limitano a descrivere il futuro, ma lo edificano mattone dopo mattone, superando le barriere del tempo e delle contingenze storiche. Oggi l’Europa si ferma a ricordare uno dei suoi padri più lucidi e visionari: Altiero Spinelli, a esattamente quarant’anni dalla sua scomparsa, avvenuta il 23 maggio 1986.

Se quarant'anni fa il mondo salutava l'uomo, oggi la storia celebra l'eredità di un pensiero che appare più urgente e necessario che mai.

 

Dalla cella di Ventotene alle cattedre di Strasburgo

La parabola di Spinelli è l'incarnazione stessa del riscatto europeo. Condannato dal regime fascista a lunghi anni di confino, è proprio nell'isolamento dell'isola di Ventotene che Spinelli, insieme a Ernesto Rossi e Eugenio Colorni, compie il miracolo intellettuale: guardare oltre le macerie del nazionalismo imperante per concepire il Manifesto per un'Europa libera e unita.

In quelle pagine scritte di nascosto su carta di sigarette, non c’era solo la fine di una guerra, ma il disegno di una nuova era. Spinelli comprese, prima di altri, che la pace nel Vecchio Continente non sarebbe dipesa da semplici trattati di alleanza, ma da una vera e propria architettura federale capace di unire i popoli sotto un'unica bandiera di diritti, democrazia e solidarietà.

L'instancabile costruttore del Parlamento Europeo

Il passaggio dal confino alla politica attiva ha visto Spinelli instancabile protagonista. Come Commissario europeo prima e come Parlamentare europeo poi, ha lottato strenuamente per dare centralità all'unica istituzione comunitaria eletta direttamente dai cittadini. Il suo capolavoro politico fu il Progetto di Trattato sull'Unione Europea del 1984 – noto proprio come "Progetto Spinelli" – che aprì la strada alle grandi riforme dei decenni successivi. Nello stesso anno pubblicò la sua autobiografia (nella foto in basso).

Per Spinelli, il Parlamento non era un semplice luogo di dibattito, ma il motore propulsore della sovranità democratica europea, il palcoscenico in cui la diversità culturale dei popoli continentali si trasformava in sintesi politica.

In Italia la dichiarazione del Presidente della Repubblica Sergio Mattarella è maturata in forma di nota ufficiale diffusa dal Quirinale il 23 maggio 2026, proprio in concomitanza con la ricorrenza esatta del quarantesimo anniversario della scomparsa di Altiero Spinelli. Il Capo dello Stato ha rilasciato questo tributo istituzionale per aprire la settimana di celebrazioni e convegni di studio dedicati alla figura del leader federalista, sottolineando come "il lascito di Altiero Spinelli costituisca un prezioso patrimonio di valori e ideali per l'Italia e l'Europa" e concludendo con la solenne formula: "La Repubblica gli è riconoscente".

Ha significativamente ricordato Spinelli, in una celebrazione alla Camera dei Deputati a ridosso del 23 maggio 2026, il suo storico assistente Pier Virgilio Dastoli con una dichiarazione incisiva: "Oggi alla Camera non stiamo celebrando una memoria museale, ma un'agenda politica. Ricordare Spinelli quarant'anni dopo significa riprendere il suo metodo della 'forza costituente': solo dando al Parlamento Europeo il potere legislativo e di riforma dei Trattati potremo superare la paralisi dei veti nazionali e completare la transizione verso gli Stati Uniti d'Europa." 

A fare eco alle parole di Dastoli alla Camera è stato il Direttore dell'Istituto di Studi Federalisti Altiero Spinelli, Mario Leone che ha rilanciato con forza il significato profondo di questo anniversario: "La lezione che Spinelli ci ha lasciato, e che oggi risuona tra queste istituzioni, è che l'Europa si costruisce nei momenti di massima crisi. A quarant'anni dalla sua scomparsa, il modo migliore per onorarlo non è la retorica, ma il coraggio politico di trasferire quote reali di sovranità dai singoli Stati a una vera democrazia sovranazionale europea." 

 

Un'eredità per le sfide di oggi

Ricordare Altiero Spinelli a quarant'anni dalla morte non è un mero esercizio di retorica o di nostalgica memoria. Le sfide odierne dell'Unione – dalla transizione geopolitica alle crisi economiche, fino alla necessità di una difesa e di una politica estera davvero comuni – ricalcano perfettamente i nodi che il politico romano cercava di sciogliere.

Il suo monito rimane cristallino: l'Europa non è un dato acquisito una volta per tutte, ma un processo costante che richiede coraggio, lungimiranza e, soprattutto, la capacità di sognare in grande. Oggi più che mai, celebrare Spinelli significa raccogliere quel testimone e continuare a scrivere la storia di un continente unito.
