EU/ENG - After three years, the institutional leaders of the 27 European Union member states have agreed on new fiscal rules. The new Stability and Growth Pact (SGP) was agreed upon by the 27 finance ministers a few days before the Christmas break.
The text approved by the Council must now be negotiated with the European Parliament and ratified quickly, to facilitate the adoption of future national budget laws adapted to the new rules. The text requires member states to begin cutting debt after meeting their deficit commitments. The most indebted countries (over 90%) will be required to adjust by 1% each year. Countries with public debt between 60 and 90% of GDP will be required to reduce it by 0.5%.
The Commission's legislative proposal of April 2023 established a negotiating framework that has proven effective. For countries in the so-called preventive arm, the fundamental structure remains unchanged. The shift to a medium-term approach has been accepted, with countries with high debt committing to propose a four-year adjustment plan (fiscal and structural), extendable to seven years if the country commits to the Commission's commitment to pursuing an investment and reform program.
The new fiscal stabilization framework was eagerly awaited and will have enormous importance for future continental balances and rebalances.
ITA - Dopo tre anni, i rappresentanti istituzionali dei 27 Stati membri dell'Unione europea hanno concordato le nuove regole fiscali.
Il nuovo Patto di stabilità e crescita è stato concordato fra i 27 ministri dell'Economia a pochi giorni dalla pausa natalizia. Il testo licenziato dal Consiglio dovrà essere ora negoziato con il Parlamento europeo e ratificato velocemente, per agevolare il varo di future leggi di bilancio nazionali adattate alle nuove norme.
Il testo prevede che i Paesi membri inizino a tagliare il debito dopo aver conseguito gli impegni sul deficit. Quelli più indebitati (oltre il 90%) saranno chiamati a un aggiustamento dell'1% ogni anno. I Paesi con un debito pubblico tra il 60 e il 90% del Pil dovranno ridurlo dello 0,5%.
La proposta legislativa della Commissione di aprile 2023 ha costituito una griglia negoziale rivelatasi efficace.
Per i Paesi che sono nel cosiddetto braccio preventivo, la struttura fondamentale non muta. Il passaggio a un approccio di medio termine è stato recepito, con i Paesi con debito elevato impegnati a proporre un piano di aggiustamento (fiscale e strutturale) di durata quadriennale, estendibile a sette anni se il paese si impegna con la Commissione a perseguire un programma di investimenti e riforme.
Il nuovo quadro di stabilizzazione fiscale era molto atteso e avrà enorme importanza nei futuri equilibri e riequilibri continentali.
