MEPs approve EU budget 2025

418 votes in favour, 185 votes against and 67 abstentions. The total budget for 2025 amounts to 199.4 billion in commitments and 155.21 billion in payments

EN - The EU budget for 2025 was finally approved on 27 november by the Parliament with 418 votes in favour, 185 votes against and 67 abstentions.

The total budget for 2025 amounts to 199.4 billion in commitments and 155.21 billion in payments.

The Council of the European Union has given the green light to the EU general budget for 2025, approving the joint text agreed with the European Parliament on 16 November 2024. Total commitments – legally binding promises to spend on activities to be carried out over several financial years – amount to €192,768.6 million, while total payments – Actual expenditure resulting from commitments already approved, relating to the current or previous year – amount to €149,615.7 million.

These figures exclude allocations for special instruments outside the 2021-2027 Multiannual Financial Framework (MFF). To address unforeseen needs, €800.5 million has been reserved under the spending ceilings of the MFF. Including appropriations for special instruments, the total EU budget for 2025 amounts to €199,438.4 million in total commitments and €155,209.3 million in total payments.

The initial proposal of the Commission (12 July 2024) envisaged €193,046.9 million in commitments and €147,090.5 million in payments, then the Council (13 September 2024) reduced the commitments set to €191,527.0 million and payments to €146,214.6 million, while the European Parliament (23 October) revised upwards with a proposal of €194,282.3 million in commitments and €147,895.5 million in payments.

To overcome the disagreement between Parliament and Council, the Conciliation Committee met on 16 November and reached an agreement on the budget. This body is composed of representatives of all Member States, Members of the European Parliament and the Commission, which acts as mediator.

 

IT - Il bilancio Ue per il 2025 è stato approvato il 27 novembre dal Parlamento in via definitiva con con 418 voti a favore, 185 voti contrari e 67 astenuti.

Il bilancio totale 2025 ammonta a 199,4 miliardi di impegni e 155,21 miliardi di pagamenti. L'accordo con i governi Ue era stato raggiunto sabato 16 novembre.

Il Consiglio dell'Unione Europea aveva dato il via libera al bilancio generale dell’UE per il 2025, approvando il testo comune concordato con il Parlamento europeo lo scorso 16 novembre 2024, con impegni totali - promesse giuridicamente vincolanti di spesa per attività da realizzare in più esercizi finanziari – pari a 192.768,6 milioni di euro, mentre i pagamenti totali – Spese effettive derivanti da impegni già approvati, relative all’anno in corso o precedente – sono pari a 149.615,7 milioni di euro.

Queste cifre escludono gli stanziamenti per gli strumenti speciali esterni al Quadro Finanziario Pluriennale (QFP) 2021-2027. Per affrontare esigenze impreviste, sono stati riservati 800,5 milioni di euro sotto i massimali di spesa previsti dal QFP.  Se si includono gli stanziamenti per strumenti speciali, il bilancio totale dell'UE per il 2025 ammonta a 199.438,4 milioni di euro di impegni totali e 155.209,3 milioni di euro di pagamenti totali.

La proposta iniziale della Commissione (12 luglio 2024) prevedeva 193.046,9 milioni di euro di impegni e 147.090,5 milioni di euro di pagamenti, poi il Consiglio (13 settembre 2024)  ha ridotto gli impegni fissati a 191.527,0 milioni e i pagamenti a 146.214,6 milioni, mentre il Parlamento europeo (23 ottobre) ha rivisto in rialzo con una proposta di 194.282,3 milioni in impegni e 147.895,5 milioni in pagamenti.

Per superare il disaccordo tra Parlamento e Consiglio, il 16 novembre si è riunito il Comitato di conciliazione, che ha raggiunto un’intesa sul bilancio. Questo organismo è composto da rappresentanti di tutti gli Stati membri, deputati del Parlamento europeo e dalla Commissione, che funge da mediatore.
