EU/EN - Bulgaria will also join the euro, becoming the 21st EU country to use the single European currency. The final green light has come from the European Commission, which has established that the nation is ready to say goodbye to the lev to join the euro family starting from January 1, 2026. According to the Commission, Bulgaria meets all four nominal convergence criteria set out in the Treaty, relating to price stability, sound public finances, stable exchange rates and long-term interest rates. National legislation has also been found to be compatible with the requirements of the European Central Bank and the European System of Central Banks. The Commission's judgment was accompanied by the positive report of the ECB itself, published in parallel.

 

Five years of journey

The positive verdict comes after a long journey. Bulgaria had joined the European Exchange Rate Mechanism (ERM II) in 2020, the first step towards adopting the euro. The formal request for the convergence assessment, i.e. the final exam, was presented in February 2025. "It is the conclusion of a five-year journey", recalled Executive Vice President Valdis Dombrovskis, also claiming that joining the single currency will bring tangible benefits: "Stable prices, protected savings, increased investments and trade".

 

Comments

"A great day," commented Bulgarian Prime Minister Rossen Jeliazkov, welcoming this "new step forward on the road to the euro" after "years of reforms, commitment and alignment with our European partners."

"The Bulgarian economy will become stronger, with more trade with euro area partners, foreign direct investment, access to finance, quality jobs and real incomes," said Commission President Ursula von der Leyen, congratulating the achievement. "The euro is a tangible symbol of European strength and unity," and Sofia will now "have her rightful place in decision-making at the heart of the euro area," the German People's Party added.

The formal decision is to be taken by EU finance ministers on July 8, but no opposition is expected.

 

ITA - Anche la Bulgaria entrerà nell'euro, diventando il 21esimo Paese Ue ad utilizzare la moneta unica. Il via libera definitivo è arrivato dalla Commissione europea che ha sancito che la nazione è pronta a dire addio al Lev per far parte della famiglia dell'euro a partire dal primo gennaio 2026.Secondo la Commissione, la Bulgaria soddisfa tutti e quattro i criteri nominali di convergenza previsti dal Trattato, relativi a stabilità dei prezzi, finanze pubbliche sane, tassi di cambio stabili e tassi d'interesse a lungo termine. Anche la legislazione nazionale è risultata compatibile con i requisiti della Banca centrale europea e del Sistema europeo di banche centrali. Il giudizio della Commissione è stato affiancato dal rapporto positivo della stessa Bce, pubblicato in parallelo.

 

Cinque anni di percorso

Il verdetto positivo arriva dopo un lungo percorso. La Bulgaria aveva aderito al Meccanismo di cambio europeo (Erm II) nel 2020, primo passo verso l'adozione dell'euro. La richiesta formale per la valutazione di convergenza, cioè l'esame finale, è stata presentata nel febbraio 2025. Dal primo gennaio del 2025 la Bulgaria è inoltre entrata nell'area Schengen.

"È la conclusione di un cammino durato cinque anni", ha ricordato il vicepresidente esecutivo Valdis Dombrovskis, rivendicando anche lui che l'ingresso nella moneta unica porterà benefici tangibili: "Prezzi stabili, risparmi protetti, investimenti e commerci in aumento".

“Un giorno eccezionale”, ha commentato il primo ministro bulgaro Rossen Jeliazkov, salutando questo “nuovo passo avanti sulla strada verso l'euro” dopo “anni di riforme, impegno e allineamento con i nostri partner europei”.

Jeliazkov guida da gennaio una coalizione tra Gerb, formazione aderente al partito popolare europeo, il partito socialista Bsp e i populisti del ‘C’è un popolo come questo’ (Itn) – storicamente grandi rivali tra di loro – appoggiata da uno dei due partiti della minoranza turca in parlamento, ‘Democrazia, diritti e libertà’ (Dps).

"L'economia bulgara diventerà più forte, con maggiori scambi commerciali con i partner dell'area dell'euro, investimenti diretti esteri, accesso ai finanziamenti, posti di lavoro di qualità e redditi reali", ha dichiarato la presidente della Commissione, Ursula von der Leyen, nel congratularsi per il risultato raggiunto. "L'euro è un simbolo tangibile della forza e dell'unità europea", e ora Sofia "avrà il posto che le spetta nel prendere le decisioni al centro dell'area dell'euro", ha aggiunto la popolare tedesca.

La decisione formale dovrà essere presa l'8 luglio dai ministri delle Finanze dell'Ue, ma non si prevede alcuna opposizione.
