The third summit of the “Coalition of the Willing” on peace and security for Ukraine

31 Paesi al vertice del 27 marzo a Parigi. Macron e Starmer lanciano una “forza di rassicurazione" per l'Ucraina con mandato di guida a forze franco-britanniche

EU/EN - The third summit of the so-called “Coalition of the Willing” on peace and security was held in Paris on March 27. The authoritative assembly of 31 countries, animated by EU leaders as well as Great Britain with Prime Minister Starmer as co-promoter together with French President Macron.

On the sidelines of the meeting, both Macron and Starmer reported on the outcome of the summit. The Willing have three guidelines: continue to support Ukraine and its army in the short term; confirm the sanctions against Moscow; achieve peace, for which Ukraine must be in the best possible position.

The leaders of France and Great Britain have communicated that they want to proceed with more direct military support, independently of the other participants and that they want to welcome other countries to ensure this support for the Ukrainians. Macro and Starmer reported that a "reassurance force" is "being planned" with a mandate to lead French and British forces for Ukraine, it will operate in "air, land and sea", it will not be a peacekeeping mission and will not operate on the front line, but will involve several states that will be based in strategic areas. According to Starmer "Europe is mobilizing as a continent inside and outside the borders of the European Union as has not been seen for decades". Both Von der Leyen, for the EU, and Rutte, for NATO, have ensured with their presence at the summit, a basic coherence between Volenterosi, the European Union and NATO, even if it is clear that the initiative is markedly Franco-British.

Zelensky is particularly satisfied, as he receives support in Paris that continues to be less and less certain from the United States, struggling with a direct negotiation, without Europeans and Ukrainians, with Russia.

 

ITA - Si è tenuto il 27 marzo a Parigi il terzo vertice della cosiddetta “Coalizione dei volenterosi” sulla pace a la sicurezza. L'autorevole consesso di ben 31 Paesi, animato oltre che dai leader UE anche dalla Gran Bretagna con il primo ministro Starmer nel ruolo di co-promotore insieme al presidente francese Macron.

A margine dell'incontro sia Macron che Starmer hanno riferito sull'esito del vertice. Tre le linee guida dei Volenterosi: continuare nel breve termine a supportare l'Ucraina e il suo esercito; confermare le sanzioni contro Mosca; raggiungere la pace, per cui serve che l'Ucraina sia nella migliore posizione possibile.  

I leader di Francia e Gran Bretagna hanno comunicato di voler procedere ad un supporto militare più diretto, indipendentemente dagli altri convenuti e di voler accogliere altri Paesi per assicurare questo supporto agli Ucraini. Macro e Starmer hanno riferito che è “in pianificazione” una “forza di rassicurazione" con mandato fi guida a forze francesi ed inglesi per l'Ucraina, opererà in “aria, terra e mare”, non sarà una missione di peacekeeping e non opererà sulla linea del fronte, ma coinvolgerà diversi stati che faranno base in aree strategiche. Secondo Starmer “L'Europa si sta mobilitando in quanto continente dentro e fuori i confini dell'Unione europea come non si vedeva da decenni”. Sia Von der Leyen, per l'UE, che Rutte, per la Nato, hanno assicurato con la loro presenza al vertice, una coerenza di fondo tra Volenterosi, Unione europea e Nato, anche se è evidente che l'iniziativa è di chiara marca franco-britannica.

Particolarmente soddisfatto Zelensky che incassa a Parigi un sostegno che continua ad essere sempre meno sicuro da parte degli Stati Uniti, alle prese con un negoziato diretto, senza europei ed ucraini, con la Russia.
