EU leaders back major new defense spending plans to strengthen security

I 27 hanno trovato l’accordo per rafforzare la difesa europea sulla base del piano proposto dalla Commissione europea che prevede investimenti per 800 miliardi

EU/EN - European Union leaders have agreed to new defense spending plans following emergency talks held in Brussels on Thursday.

The 27 leaders endorsed a set of conclusions aimed at enhancing the EU's military autonomy and readiness in the face of evolving global challenges.

A separate section on support for Ukraine was blocked by Hungarian Prime Minister Viktor Orban and will now be issued as a separate annex with the backing of 26 member.

 

IT - Riuniti nell'atteso Consiglio europeo straordinario del 6 marzo i 27 hanno trovato l’accordo per rafforzare la difesa europea sulla base del piano proposto dalla Commissione europea che prevede investimenti per 800 miliardi di euro all'insegna della massima flessibilità sulle spese dei paesi membri, la raccolta sul mercato di 150 miliardi con l’emissione di obbligazioni Ue per prestiti ai governi a tassi bassi e a scadenza lunga, la possibilità di utilizzare i fondi della coesione per investimenti per la difesa.

Gli europei sostengono l'Ucraina

Il Consiglio ha prodotto una dichiarazione finale che è passata con il voto di 26 Paesi membri su 27, con l'Ungheria di Orban che non ha sottoscritto.
Nonostante questo summit non aveva il potere di prendere decisioni operative - rimandate al Consiglio europeo del 20 e 21 marzo - ha avuto un impatto significativo sull'indirizzo politico.

Nel testo si enunciano i “cinque principi” - o condizioni - su cui i Paesi dell'Unione si riconoscono per arrivare a un accordo di pace in Ucraina alla luce "del nuovo slancio dei negoziati" - ovvero i nuovi equilibri geopolitici determinati dalla presidenza di Donald Trump, che ha abbandonato il pieno sostegno a Kiev per collocarsi in una posizione di mediazione con la Russia.

I “cinque principi” della dichiarazione Ue

"In vista del nuovo slancio dei negoziati che dovrebbe condurre a una pace globale, giusta e duratura, il Consiglio europeo sottolinea l'importanza dei seguenti principi: 

a) non possono esserci negoziati sull'Ucraina senza l'Ucraina; 

b) non possono esserci negoziati che incidano sulla sicurezza europea senza il coinvolgimento dell'Europa. La sicurezza dell'Ucraina, dell'Europa, transatlantica e globale sono interconnesse; 

c) qualsiasi tregua o cessate il fuoco può aver luogo solo come parte del processo che porta a un accordo di pace globale; 

d) qualsiasi accordo del genere deve essere accompagnato da solide e credibili garanzie di sicurezza per l'Ucraina che contribuiscano a scoraggiare future aggressioni russe; 

e) la pace deve rispettare l'indipendenza, la sovranità e l'integrità territoriale dell'Ucraina".
