Si è aperto un nuovo corso di contatti nell’Unione europea in previsione di approvare un grosso piano di aiuti alle imprese per mantenerle competitive rispetto alle rivali degli Stati Unti

 

Le preoccupazioni europee di fornte al neoprotezionismo Usa

A preoccupare le cancellerie europee è il fatto che le imprese americane possono contare, dall'agosto del 2022, sui sussidi dell’Inflation Reduction Act, la legge che l'amministrazione Biden ha approvato per il contrasto dell’inflazione e l’incentivo alla manifattura americana. La misura preoccupa in particolare le due principali nazioni europee produttrici di automobili, ossia la Francia e la Germania.

 

Cosa prevede L’Inflation Reduction Act statunitense

La legge sui sussidi americana ha per Biden una funzione strategica: contrastare la manifattura cinese. Vengono concessi crediti d’imposta fino a 7500 dollari per i veicoli elettrici assemblati in Nordamerica e contenenti batterie prodotte nella regione; tutti gli altri, che siano europei, cinesi o sudcoreani, non potranno accedere ai bonus, perdendone in competitività di prezzo. 

 

Sarà guerra commerciale?

Bruxelles non vorrebbe dare inizio a una guerra commerciale con un alleato. Una soluzione diplomatica tra Washington e Bruxelles appare però improbabile. L’alternativa forse più percorribile è una corsa ai sussidi tra Europa e Stati Uniti.

 

Francia e Germania si coordinano

Martedì 22 novembre i ministri dell’Economia francese Le Maire e il suo omologo tedesco Habeck, hanno emesso un comunicato congiunto per “coordinare strettamente un approccio europeo alle sfide come l’Inflation Reduction Act degli Stati Uniti”, e promuovere “una politica industriale dell’Unione europea che consenta alle nostre aziende di prosperare nella competizione globale, soprattutto grazie alla leadership tecnologica”.
