Von der Leyen: nuovi quadri normativi Ue sugli aiuti di Stato

di Antonio De Chiara - Le agevolazioni fiscali Usa discriminano prodotti Ue. Sussidi alla produzione innescano spesso una spirale emulativa.

Ursula von der Leyen parlando il 4 dicembre al Collegio d'Europa di Bruges, ha fatto esplicito riferimento alla necessità di "migliorare i quadri normativi" dell'Unione europea "sugli aiuti di Stato e adattarli a un nuovo ambiente globale".

La Presidente della Commissione Ue si è soffermata sul rischio che l'Inflation Reduction Act (Ira) degli Usa e la sua dotazione di 430 miliardi di dollari, "porti a una concorrenza sleale, possa chiudere i mercati e frammentare le stesse catene di valore critiche già messe alla prova dal Covid".

La Presidente ha anche indicato, nello specifico, il combinato disposto di tre effetti dell'Ira statunitense: "primo, la logica del 'Buy American' alla base di parte dell'Ira; in secondo luogo le agevolazioni fiscali che potrebbero portare a discriminazioni; e terzo, i sussidi alla produzione che potrebbero portare a una corsa ai sussidi". 

Nel concreto, von der Leyen vorrebbe procedere con un’espansione del RePowerEU, il piano dedicato ad accelerare il distacco energetico dalla Russia e la transizione alle fonti pulite, e con un programma di sussidi chiamato European Sovereignty Fund (lo aveva citato durante il suo ultimo discorso sullo stato dell’Unione). Di converso, il governo tedesco si è a piu riprese mostrato cauto sui sussidi comunitari e sull’emissione di nuovi fondi europei: è noto che Berlino preferirebbe piuttosto utilizzare quelli già contenuti nel NextGeneration EU, meglio noto come Recovery Fund.

L'intervento sugli aiuti di stato della Von der Leyen segue di pochi giorni il comunicato ufficiale congiunto di Francia e Germania sui rischi di eccessiva esclusione dail mercato statunitense dell'automotive elettrico europeo, a causa dei robusti provvedimenti dell'amministrazione Biden. 

Il presidente francese Macron è inoltre volato ai primi di dicembre a Washington e ha avuto, tra l'altro, un colloquio con Biden su temi sensibili di concorrenza negli scambi commerciali e i volumi di export euroatlantici.
