Mit dieser Reform wird die Schuldenbremse mit 500 Milliarden in einem Sonderfonds, verteilt auf 12 Jahre, außer Kraft gesetzt. Il maxi-piano è di 500 miliardi

EU/EN - Chancellor-in-waiting Friedrich Merz obtained the green light at the Bundestag on March 18 for the maxi-plan for defense, infrastructure and the environment that includes the easing of the public debt ceiling. The vote was unusual, as it was only possible with the balances modified by the next Parliament, with 513 votes in favor and only 207 votes against. In addition to the Christian Democrats, the Social Democrats, probable partners of the next government, and even the Greens, who are currently unavailable to join the new government, were also in favor. The extraordinary extent of the debt is impressive, because those who proposed it have always been against indebtedness, in an unprecedented emergency scenario. 

A maxi-plan beyond the dogma of austerity 

The proposal of the Christian Democrat leader breaks with the dogma of zero deficit, after decades of austerity. With this reform it will be possible to suspend the brake on indebtedness in order to allocate 500 billion to a special fund, spread over twelve years. Rearmament is being accelerated in the face of the Russian threat and the possible disengagement of the United States in defense of the European Union. Green light for defense debt for anything exceeding 1% of annual GDP, equivalent to approximately 43 billion per year. Of the 500 billion planned, 100 will go to the climate and transformation fund, another 100 to the Laender (so far tied to a pure balanced budget) and the rest will be allocated to investments in "additional" infrastructure.

 

ITA - Il cancelliere in pectore Friedrich Merz ha ottenuto al Bundestag il 18 merzo il via libera al maxi-piano in difesa, infrastrutture e ambiente che prevede l'allentamento del tetto del debito pubblico. La votazione è stata irrituale, in quanto possibile solo con gli equilibri modificati dal prossimo Parlamento, con 513 i voti favorevoli e solo 207 voti contrari. Oltre ai cristiano democratici, favorevoli anche i socialdemocratici, probabili  partner del prossimo governo e persino i Verdi, per ora non disponibili a entrare nel nuovo governo. Impressiona la straordinaria portata del debito, perché coloro che l'hanno proposta sono sempre stati contrari all'indebitamento, in uno scenario emergenziale senza precedenti.

Un maxi-piano oltre il dogma dell'austerità

La proposta del leader cristiano democratico rompe con il dogma del deficit zero, dopo decenni di austerità. Con questa riforma sarà possibile sospendere il freno all'indebitamento in modo da destinare 500 miliardi in un fondo speciale, spalmato su dodici anni. Viene accelerato il riarmo di fronte alla minaccia russa e al possibile disimpegno degli Stati Uniti in difesa dell'Unione europea.

Via libera all'indebitamento a scopo di Difesa per ciò che eccede l'1% del Pil annuo, equivalente a circa 43 miliardi all'anno. 

Della dotazione di 500 miliardi previsti, 100 andranno nel fondo per il clima e la trasformazione, altri 100 ai Laender (finora vincolati al pareggio di bilancio puro) e il resto sarà destinato ad investimenti in infrastrutture “aggiuntive”.
