La présidente a appelé à une nouvelle Europe face à un nouvel ordre mondial fondé sur la puissance - il primo discorso sullo Stato dell’UE del secondo mandato

EU/ENG - EU Commission President Ursula von der Leyen delivered her traditionally anticipated State of the European Union address to the European Parliament plenary session in Strasbourg on September 10.

The president called for a "new Europe" in the face of a "new world order based on power." "This must be the moment of European independence," thundered von der Leyen, opening her speech at a challenging time for the European Union, grappling with external threats and distrust of the current government's approach by Brussels institutions.

SOTEU 2025 arrived amid a tense atmosphere in Strasbourg, reflecting on the echoes in Parliament of Russia's violation of Polish airspace with the launch of more than ten drones, which were promptly shot down, though Prime Minister Tusk expressed grave concern.

In her speech, von der Leyen addressed the war that continues to threaten the Union's borders, growing tensions in the Middle East, and internal challenges regarding sustainability, competitiveness, and industrial revitalization. Committed to announcing the Commission's commitment to these fronts, the President consistently prefaced each specific chapter of her speech by emphasizing that without "European unity" and interinstitutional coordination with the European Council and Parliament, the desired impact will not be achieved.

The new Union envisioned by von der Leyen must seize the opportunity presented by history and proceed innovatively with a reformed majority decision-making system to be a nimble geopolitical player on all key issues in the coming months and years. In this spirit, von der Leyen addressed issues ranging from the war in Ukraine to European defense, from enlargement to the Western Balkans and Moldova, from the Gaza crisis to the Green Deal, from digital to artificial intelligence, and even housing, employment, and agriculture.

 

EU/FRA - La présidente de la Commission européenne, Ursula von der Leyen, a prononcé son discours sur l'état de l'Union européenne, traditionnellement attendu, lors de la session plénière du Parlement européen à Strasbourg, le 10 septembre.

La présidente a appelé à une « nouvelle Europe » face à un « nouvel ordre mondial fondé sur la puissance ». « Ce doit être le moment de l'indépendance européenne », a tonné Mme von der Leyen, ouvrant son discours à un moment difficile pour l'Union européenne, confrontée à des menaces extérieures et à la défiance des institutions bruxelloises envers l'approche du gouvernement actuel.

Le SOTEU 2025 s'est déroulé dans un climat tendu à Strasbourg, reflétant les échos au Parlement de la violation de l'espace aérien polonais par la Russie, avec le lancement de plus de dix drones, rapidement abattus, malgré les vives inquiétudes du Premier ministre Tusk.

Dans son discours, Mme von der Leyen a abordé la guerre qui continue de menacer les frontières de l'Union, les tensions croissantes au Moyen-Orient et les défis internes en matière de durabilité, de compétitivité et de revitalisation industrielle. Déterminée à annoncer l'engagement de la Commission sur ces fronts, la Présidente a systématiquement introduit chaque chapitre de son discours en soulignant que sans « unité européenne » et coordination interinstitutionnelle avec le Conseil et le Parlement européens, l'impact souhaité ne sera pas obtenu.

La nouvelle Union imaginée par von der Leyen doit saisir l'opportunité offerte par l'histoire et avancer de manière innovante, avec un système de décision majoritaire réformé, afin de devenir un acteur géopolitique agile sur tous les enjeux clés des mois et des années à venir. Dans cet esprit, von der Leyen a abordé des sujets allant de la guerre en Ukraine à la défense européenne, de l'élargissement aux Balkans occidentaux et à la Moldavie, de la crise de Gaza au Pacte vert, du numérique à l'intelligence artificielle, et même au logement, à l'emploi et à l'agriculture.

 

EU/ITA - La presidente della Commissione UE, Ursula von der Leyen, ha tenuto il 10 settembre, come da tradizione, il suo atteso discorso sullo Stato dell’Unione europea alla plenaria del Parlamento europeo di Strasburgo.

La presidente ha invocato una “nuova Europa” di fronte a un “nuovo ordine mondiale basato sul potere”. “Questo deve essere il momento dell’indipendenza europea”, ha tuonato von der Leyen, come incipit di un discorso giunto in un momento complicato per l'Unione europea alle prese con minacce esterne e sfiducia sul modus procedendi del governo della fase da parte delle istituzioni di Bruxelles.

Il SOTEU 2025 è giunto in un clima teso a Strasburgo per gli echi in Parlamento della violazione dello spazio aereo polacco da parte russa con il lancio di oltre dieci droni, tempestivamente abbattuti ma con toni gravi di portesta del Premier Tusk.

Nel discorso von der Leyen ha parlato di guerra che continua a minacciare i confini dell’Unione, di tensioni crescenti in Medio Oriente e di sfide interne su sostenibilità, competitività e rilancio industriale. Impegnata ad annunciare l'operatività della Commissione su questi fronti, la presidente ha sempre premesso su ogni capitolo specifico del suo discorso che senza “unita europea” e coordinamento inter-istituzionale con Consiglio e Parlamento comunitari, non si potrà avere l'impatto auspicabile.

La nuova Unione che delinea von der Leyen deve saper cogliere l'pportunità della storia procedere innovativamente  con un riformato sistema decisionale a maggioranza per essere agile attore geopolitico su tutti i dossier fondamentali: di questi prossimi mesi ed anni. Con questo spirito von der Leyen ha spaziato dalla guerra in Ucraina alla difesa europea, dall’allargamento ai Balcani occidentali alla minaccia sovranista, dalla crisi di Gaza alla perseveranza sul Green Deal, dall’intelligenza artificiale, fino alla casa, al lavoro, all’agricoltura, con un richiamo a non arretrare mai sui diritti democratici.
