di Ernesto Ciampi - Dieci miliardi di investimenti per ricostruire l'Ucraina dopo la fine dell'aggressione russa

EU/ENG - In the presence of Zelensky and 50 ministers and heads of state and government gathered on July 10 and 11, at the Fourth Ukraine Recovery Conference in Rome, the European Union and numerous international actors made political and financial commitments to revitalize Kyiv after the war. Specifically, agreements worth over €10 billion were reached with investors. Italian President Mattarella emphasized the strategic and symbolic value of European solidarity with Kyiv and significantly emphasized, "It is crucial to make it clear that Kyiv is not alone." The speech by European Commission President von der Leyen was highly anticipated. She outlined a new European Fund for the reconstruction of Ukraine, envisioning an investment framework modeled after the "Marshall Plan," which Ukrainian President Zelensky considered a successful model, citing the decades of peace experienced by the Old Continent following the end of World War II as support for this thesis.

British Prime Minister Starmer and French President Macron held a video conference from London to inform the other members of the so-called "Coalition of the Willing" of the possibility of deploying a Franco-British military contingent to provide security in Ukraine once peace with Moscow is reached.

 

ITA - Alla presenza di Zelensky e di 50 ministri e capi di Stato e di governo riuniti il 10 e 11 luglio, alla quarta Conferenza sulla ricostruzione dell'Ucraina sono stati presi a Roma impegni politici e finanziari da parte dell’Unione Europea e di numerosi attori internazionali per rilanciare Kiev dopo la guerra. Nello specifico, sono stati raggiunti accordi con gli investitori per oltre 10 miliardi di euro. Il presidente della Repubblica Mattarella, ha richiamato il valore strategico e simbolico della solidarietà europea a Kiev e significativamente ha sottolineato “È cruciale far capire che Kiev non è sola”. Era particolarmente atteso l’intervento della presidente della Commissione europea Von der Leyen, che ha illustrato un nuovo Fondo europeo per la ricostruzione dell’Ucraina, prefigurando una regia di investimenti sul modello del ‘Piano Marshall’, giudicato dal presidente ucraino Zelensky come un modello vincente, portando a supporto di questa tesi i decenni di pace vissuti dal Vecchio Continente in seguito alla conclusione della Seconda Guerra Mondiale. 

Da Londra si sono collegati in videoconferenza il primo ministro britannico Starmer e il presidente francese Macron per far presente agli altri membri della cosiddetta “Coalizione dei volenterosi” che esiste l'eventualità di un dispiegamento di un contingente militare di interposizione franco-britannico per la sicurezza in Ucraina, una volta raggiunta la pace con Mosca.
